Unless you have RHEL subscription you cannot download their packages. 
You can however download src packages of RHEL.

Incase you are looking for RHEL, and are not interested in support from 
redhat, you might want to consider centos. Its RHEL - redhat support. We 
use that on many of our servers, works excellently.
